In the West Philadelphia neighborhood on an April evening, 18-year-old Marquis Battle was riding his bicycle near his home on 54th Street, close to Chestnut. It was then that the sound of gunfire broke the night's calm. Marquis had been shot.

Rushed to the Hospital of the University of Pennsylvania, medical staff fought to save the young man's life. Despite their efforts, he succumbed to his injuries and was pronounced dead at 11:14 p.m. on April 9, 2013. At the time of the incident, law ...
