A distressing incident unfolded in downtown Portland on the evening of Sunday, April 27, 2025, culminating in the tragic death of Joshua Joel Pangelinan Manahan, a 44-year-old male. At approximately 10:20 p.m., officers from the Central Precinct responded to reports of a shooting near the intersection of South Harbor Drive and South Harrison Street. Upon arrival, they found Manahan suffering from serious gunshot wounds.
