On the evening of February 5, 2024, a burst of violence shattered the ordinary atmosphere of a bar in the St. Johns neighborhood of North Portland, Oregon, leaving 56-year-old Charles Hassel, a White/Caucasian male, dead. The incident occurred at approximately 9:39 p.m. inside a tavern located on North Lombard Street. Officers from the North Precinct were dispatched to the scene following reports of a shooting and upon their arrival, they discovered Mr.
Hassel deceased from what the medical examiner would later determine to be a fatal gunshot wound. His death was officially ruled a homicide.
In the wake of the shooting, the Portland Police Bureau's Homicide detectives launched an investigation, initially with no suspects in custody. The case drew public attention as authorities sought assistance in identifying the person responsible for Mr. Hassel's death. As the investigation progressed, detectives were able to identify a primary suspect: Harold “Bob” Dulaney, a 53-year-old resident of Portland. Subsequently, an arrest warrant was issued for Dulaney on charges of second-degree murder and unlawful use of a weapon.
For a period, the whereabouts of Harold Dulaney remained unknown, and the Portland Police Bureau actively sought public assistance in locating him, releasing his description and photographs. He was described as a Caucasian male, 6'3" tall, weighing 260 pounds, with brown hair and hazel eyes. It was also noted that he had a distinct hunched posture and often used a cane. Law enforcement officials considered him to be armed and dangerous. The search for Dulaney concluded on Friday, April 26, 2024, when he was located and apprehended in Portland by the United States Marshal's Service Fugitive Task Force. Following his arrest, Dulaney was transported to a hospital to receive treatment for pre-existing medical conditions before his anticipated booking into the Multnomah County Detention Center. The family of Charles Hassel was notified of the arrest, marking a significant development in the investigation into his tragic and untimely death.
