Jack Owen Spillman: The Washington Serial Killer Known as the "Werewolf Butcher"

Background

Jack Owen Spillman III, born on August 30, 1969, was an American serial killer responsible for the murders of three female victims in Washington state between 1994 and 1995. His crimes were marked by stalking, sexual violence, extreme mutilation and the deliberate positioning of his victims' bodies. Because of the unusually savage nature of the murders, Spillman became known as the "Werewolf Butcher." Spillman was born Roy Wilson but was later known as Jack Owen Spillman III. Accounts of his early life described troubling behavioral problems and increasingly violent fantasies. As an adult, he committed burglaries and other offenses while developing an obsession with predatory violence. He reportedly imagined himself as a werewolf stalking prey and later told a jail inmate that he wanted to become the world's greatest serial killer.

The Murder of Penny Davis

Spillman's first confirmed victim was nine-year-old Penny Lynn Davis of Tonasket, a small community in Okanogan County, Washington. Penny disappeared in 1994, and an extensive search failed to locate her immediately. Her remains were discovered approximately six months later in a shallow grave about twelve miles from her home. The condition and positioning of Penny's remains suggested that her killer had treated her body in a deliberate and degrading manner. Investigators were unable to determine her precise cause of death because of the length of time that had passed before she was found. The case remained unresolved until Spillman confessed while facing prosecution for the later murders of Rita and Mandy Huffman. Spillman disclosed enough information to convince investigators that he was responsible. Evidence later indicated that he had returned to Penny's burial site after killing her, disturbed her remains and buried her again.
