Salvador Ramos and the 2022 Robb Elementary School Massacre

Overview of the Attack

On May 24, 2022, 18-year-old Salvador Rolando Ramos carried out a mass shooting at Robb Elementary School in Uvalde, Texas. Ramos killed 19 fourth-grade students and two teachers inside adjoining classrooms 111 and 112. Numerous other children and adults were wounded or physically injured during the attack and its chaotic aftermath. Ramos was eventually shot and killed by members of a law-enforcement tactical team. The massacre became one of the deadliest school shootings in United States history. It also generated intense public anger because hundreds of responding officers remained outside the classrooms for more than an hour while wounded children and teachers waited for help. Federal and state investigations later documented severe failures involving leadership, communication, training, urgency and command responsibility.

Background of Salvador Ramos

Salvador Rolando Ramos was born on May 16, 2004. He had attended schools in the Uvalde Consolidated Independent School District, including Robb Elementary School, but experienced growing academic, attendance and behavioral difficulties as he became older. School records showed that he was repeatedly absent, performed poorly in several subjects and eventually withdrew from Uvalde High School in October 2021 without graduating. People who knew Ramos described him as increasingly isolated during the period before the massacre. Investigations found that he spent substantial time online, displayed an interest in violence and firearms, and made disturbing comments to other internet users. Some acquaintances reported aggressive or threatening behavior, but the available warning signs were fragmented and were not brought together in a way that resulted in intervention. Ramos turned 18 on May 16, 2022. Shortly afterward, he legally purchased two AR-15-style rifles and large quantities of ammunition. One of the rifles was a Daniel Defense DDM4 V7. He also acquired magazines and tactical equipment. These purchases took place only days before the attack, but they were legal under the laws that applied to him at the time.

Shooting of His Grandmother

On the morning of May 24, 2022, Ramos argued with his 66-year-old grandmother, Celia Gonzales, at the residence where they were staying in Uvalde. At approximately 11:21 a.m., he shot her in the face. Although critically wounded, she survived and sought assistance from nearby residents. Ramos then took his grandmother's Ford pickup truck and sent messages to an online acquaintance stating that he had shot his grandmother and intended to attack an elementary school.
