Trooper Steven Lester Bailey, a 29-year-old officer with the Indiana State Police, tragically lost his life on December 10, 1983, in Indianapolis, Indiana. The incident occurred while Trooper Bailey was serving an arrest warrant during a heroin investigation at the Woodward Apartments. The suspect, a 26-year-old known drug dealer, had failed to appear in court on charges of speeding, improper vehicle registration, and driving without a license.
