Paul Richard Deguch, a 30-year-old corporal with the South Bend Police Department, tragically lost his life on August 24, 1997. On that fateful day, Corporal Deguch was conducting a routine patrol in a high drug traffic area when he encountered a suspect riding a bicycle.
