Joseph J. Kelly, a 20-year-old U.S. Navy sailor stationed at Dam Neck Naval Base, was tragically killed on May 16, 1975, in Virginia Beach, VA. On that fateful night, at approximately five minutes past midnight, Virginia Beach Police received a call reporting gunshots in the 200 block of 10th Street. Upon arrival, officers found Kelly suffering from a gunshot wound. He was immediately transported to Virginia Beach General Hospital, where he succumbed to his injuries.
