Warren P. "Phil" Fisher Jr., a 58-year-old resident of Norfolk, Virginia, passed away on October 5, 2013. Born and raised in Norfolk, Phil graduated from Norview High School and Old Dominion University. He spent several years living in Charleston, South Carolina, before returning to his hometown.
