In the early morning hours of October 5, 2013, Warren P. 'Phil' Fisher Jr., a 58-year-old male, was found dead inside his home on West Glen Road in Norfolk, Virginia. He had been fatally shot. A longtime friend and neighbor described Fisher as a nice man who ran his own painting contractor business.
