On the evening of March 10, 2016, a tragedy unfolded in Norfolk, Virginia, that would end with two men dead. Chaz Hall, a 24-year-old male, was on Ocean View Avenue when he witnessed a man assaulting his girlfriend and chose to intervene. Approximately an hour after this initial confrontation, the man returned and shot Hall multiple times. Emergency services were called to the 1000 block of East Ocean View Avenue shortly before 10:30 p.m., where they found Hall suffering from multiple gunshot
wounds. He was rushed to Sentara Norfolk General Hospital, but his injuries proved to be too severe, and he was pronounced dead upon arrival. Chaz Hall was a father to three young children.
Norfolk police detectives immediately began an investigation and quickly identified 25-year-old Tyre Privott of Norfolk as the man responsible for Hall's death. Warrants were secured for Privott's arrest on charges of second-degree murder and the use of a firearm in the commission of a felony. An alert was broadcasted to law enforcement with Privott's description, warning that he should be considered armed and dangerous.
Less than five hours after the shooting of Chaz Hall, in the early morning hours of the following day, police officers located a man matching Privott's description walking near the intersection of Chesapeake Boulevard and Fishermans Road. As the officers attempted to approach and speak with him shortly before 4:00 a.m., the man, later confirmed to be Tyre Privott, opened fire on them. One of the officers, an 11-year veteran of the department, returned fire, fatally wounding Privott. An autopsy later confirmed that Privott died from a gunshot wound to the head.
The officer who fired his weapon was not wearing a body camera. A second officer at the scene, a recent police academy graduate, was equipped with a body camera but did not have time to activate it as the situation escalated rapidly. In accordance with standard procedure, the officers involved in the shooting were placed on administrative duty pending an investigation into the incident.
