In the early morning hours of a summer day in Portsmouth, Virginia, the life of 33-year-old Antwan Wiggins was tragically cut short. On July 26, 2015, Wiggins, a married father from Norfolk, was at the London Oaks Apartments located in the 1100 block of Mount Vernon Avenue. He was reportedly hanging out with a group of friends just before 3 a.m.
