In the evening hours of February 17, 2022, a burst of rapid gunfire shattered the night near Victory Boulevard and Freedom Avenue in Portsmouth, Virginia. Witnesses reported hearing what sounded like over 30 shots fired in quick succession. When the echoes of the violence faded, 25-year-old Rayquan Malik Gray, a Black male known to his loved ones as 'Big Ray,' had been fatally wounded.
