In the early hours of April 20, 2024, the life of 32-year-old Russell Branden Barnes, a Black male from Portsmouth, Virginia, was tragically cut short. At approximately 1:30 a.m., Portsmouth Police were dispatched to the 600 block of Lancer Drive, near Airline Boulevard, following reports of suspicious activity.
