Deon Blowe, a 35-year-old resident of Norfolk, Virginia, was tragically shot and killed on August 30, 2015. The incident occurred shortly before 11:00 PM in the 1200 block of Bunsen Court, located in the Wellington Oaks neighborhood near Norview High School^1^. The Norfolk Police Department responded to the scene and identified Blowe as the victim.
