In the early morning hours of a September Sunday in 2015, a call to 911 shattered the predawn quiet in Portsmouth, Virginia. A man had been found with a gunshot wound in a shopping center parking lot off Victory Boulevard, near the George Washington Highway. When police and medics arrived at the scene at approximately 3:07 a.m., they discovered 60-year-old Ronald Lindsey suffering from a serious injury.
