In the early morning hours of a Thursday in Portsmouth, Virginia, the sound of gunshots shattered the predawn stillness of Olde Towne. An officer on patrol heard the sharp reports coming from the 300 block of High Street just before 2 a.m. and moved toward the source of the disturbance. Upon arrival, officers discovered a chaotic and grim scene. A young man, later identified as 23-year-old Terrence L. Hoggard Jr. of Suffolk, was found suffering from a serious gunshot-related injury.
