Carlos Deundrew Cooper, a 21-year-old resident of Portsmouth, Virginia, tragically lost his life on September 15, 2013. The incident occurred in the early hours of the morning when Portsmouth police responded to a call about a shooting in the 3500 block of Deep Creek Boulevard.
