In the early morning hours of March 10, 2016, the life of Phillip Spell, a 28-year-old Black male from Richmond, Virginia, was tragically cut short in Norfolk. At approximately 4:30 a.m., police responded to a call of a possible gunshot victim in the 800 block of Fremont Street. Upon their arrival, officers discovered Spell suffering from multiple gunshot wounds.
Paramedics arrived on the scene and quickly transported Spell to Sentara Norfolk General Hospital in an effort to save his life
