Phillip Spell, a 28-year-old man from Richmond, Virginia, was tragically killed in Norfolk on March 10, 2016. The incident occurred early in the morning, around 4:30 a.m., in the 800 block of Fremont Street. Spell was found with multiple gunshot wounds and was pronounced dead at the scene. The Norfolk police responded to reports of a possible gunshot victim and identified Spell as the deceased.
