Pedro Cain, a 24-year-old man, was fatally shot inside his Norfolk, Virginia, home in the 9000 block of 1st View Street on Tuesday, May 23, 2017. His death was the city's 14th homicide of the year. Described by his mother, Maria Rosado, as a 'very good son and father,' Cain was known for being outgoing and talkative. His family noted that he was embracing fatherhood and had a new outlook on life due to his one-year-old son.
Within hours of the shooting, Norfolk police arrested five individuals in Virginia Beach in connection with the murder. The suspects were identified as 21-year-old David W. Barrington, 22-year-old Kevin D. Hill, 18-year-old Ashanta D. Parker, 20-year-old Felicia L. Ries, and a 17-year-old juvenile. The four adult suspects were held at the Norfolk City Jail without bond, while the juvenile was taken to the Norfolk Juvenile Detention Center.
The suspects faced a range of serious charges. David W. Barrington was charged with second-degree murder and the use of a firearm in the commission of a felony. Kevin D. Hill faced charges of second-degree murder, robbery, three counts of using a firearm in the commission of a felony, and two counts of breaking and entering. Ashanta D. Parker was also charged with second-degree murder, robbery, three counts of the use of a firearm, and two counts of breaking and entering. Felicia L. Ries was charged with second-degree murder, two counts of robbery, three counts of using a firearm in the commission of a felony, and breaking and entering. The 17-year-old was charged with second-degree murder and the use of a firearm in the commission of a felony.
