In the early afternoon of a late February day, the sound of gunfire shattered the quiet of a Norfolk neighborhood, leaving a young man's life cut tragically short. On February 27, 2021, 19-year-old TroQuan S. Martin was shot and killed in the 500 block of Timothy Avenue.
