In the spring of 2016, a tragic event unfolded in Norfolk, Virginia, resulting in the death of 33-year-old Jeffrey Stallings. On the evening of April 18th, Stallings and a companion, 20-year-old Casey Kayser, were discovered inside a vehicle on Ashby Street, both having sustained gunshot wounds. Emergency services were dispatched to the scene, and Stallings was pronounced dead upon arrival at the hospital.
Kayser succumbed to her injuries a couple of days later, turning the investigation into a double homicide.
Witnesses reported a chaotic scene, describing what sounded like multiple gunshots and vehicles in pursuit of the car occupied by Stallings and Kayser. The victims' vehicle ultimately crashed into a tree. The Norfolk Police Department quickly launched an intensive investigation into the slayings.
Within a few weeks, the investigation led to the identification of two suspects: 21-year-old Quedell 'Que' Higgs and 20-year-old Kamron 'Kam' Sellers. Both men were charged with two counts of second-degree murder and two counts of use of a firearm in the commission of a felony. The arrests of the suspects were staggered. Sellers was apprehended in Charleston, South Carolina, at the end of April and was subsequently extradited to Virginia. Higgs was located and arrested in Norfolk in mid-May.
Following their arrests, both Higgs and Sellers were held in custody. During a bond hearing, a judge denied them bond, and the case was scheduled to be presented to a grand jury. The prosecution indicated at the time that they had eyewitness testimony and fingerprint evidence linking the two men to the crime scene.
