In the Olde Huntersville section of Norfolk, Virginia, on the evening of April 22, 2016, the life of Deandre Raynor, a 31-year-old Black male, was cut short by gunfire. Around 7 p.m., near the intersection of Fremont and O'Keefe Streets, gunshots rang out, drawing the attention of police officers who were nearby managing a separate barricade situation. Responding to the sound of the shots, officers discovered Raynor on the ground, suffering from a serious gunshot wound.
Despite immediate life-saving efforts by the officers and subsequent transportation to Sentara Norfolk General Hospital, he succumbed to his injuries.
The scene that unfolded was chaotic and complex. As police arrived, they encountered Deandre Raynor's brother, Maurice, who was armed with a handgun. An officer, seeing Maurice with the weapon near his wounded brother, discharged his firearm, striking Maurice in the legs. Maurice survived the shooting, which prompted a separate investigation by the Virginia State Police to ensure transparency. In the days that followed, friends and family gathered at the site of the shooting to hold a vigil for Deandre, remembering him as a father and a friend who grew up in that very neighborhood.
The investigation into Deandre Raynor's death led to a swift arrest. The day after the shooting, police took 26-year-old Lawrence Brown into custody and charged him with second-degree murder, use of a firearm in the commission of a felony, and attempted malicious wounding. Brown maintained his innocence, admitting to a fistfight with Raynor prior to the shooting but denying he was the one who pulled the trigger. His case went to trial, and ultimately, a jury acquitted him of all charges. The court found that while Brown had been involved in the initial altercation, he was not responsible for firing the fatal shot that killed Deandre Raynor. The individual who shot and killed Deandre Raynor has not been identified, and the case remains a painful and unresolved chapter for his loved ones.
