In the late hours of a summer evening in Norfolk, Virginia, the life of Raymond Lorenzo Hayes, a 58-year-old Black/African American man, was tragically cut short. On August 26, 2021, at approximately 11:05 p.m., police responded to a report of a gunshot victim in the 400 block of W. 28th Street. Upon their arrival, they discovered Hayes suffering from multiple gunshot wounds. Despite the efforts of emergency responders, he was pronounced deceased at the scene.
