In the early morning hours of January 11, 2021, a tragic series of events unfolded in Norfolk, Virginia, leading to the death of 20-year-old Shakiya N. Johnson of Virginia Beach. Johnson, a female, was with her boyfriend in her mother's SUV when they were followed by another vehicle. The chase, which began at a hotel, ended in the 2800 block of East Princess Anne Road.
Around 2:40 a.m., Norfolk police responded to a report of a gunshot victim and discovered an SUV that had crashed into a
pole. Inside the vehicle, they found Shakiya Johnson, who had been shot multiple times. She was pronounced dead at the scene. An investigation revealed that another car had pulled up alongside the SUV, and a confrontation occurred before the fatal shots were fired.
Investigators identified a suspect, Rayvone D. Foster, through surveillance footage from a convenience store the couple had stopped at while being followed. On January 15, 2021, police arrested 21-year-old Foster and charged him with murder, use of a firearm, conspiracy, and gang participation. While Foster admitted to driving the car that followed Johnson and her boyfriend, he did not confess to firing a weapon.
In January 2023, Rayvone D. Foster pleaded guilty to a lesser charge of voluntary manslaughter. He was subsequently sentenced to ten years in prison, with five years and eight months of the sentence suspended. His sentence also includes conditions of good behavior, supervised probation upon release, and no contact with gang members. Authorities have indicated that other individuals were in the vehicle with Foster, and the investigation remains open as they continue to seek information about others involved in the incident.
