Devin Sir Wallace Lowery, a 23-year-old resident of Virginia Beach, VA, was found dead on May 2, 2016. His body was discovered lying face down on the pavement in the 4500 block of Shallowford Circle, with gunshot wounds to his upper body. The Virginia Beach Police Department's homicide unit launched an investigation into his death, treating it as a homicide from the outset.
