Maloney, a police officer originally from Buffalo, New York, was the first Virginia Beach Police Officer to be fatally shot while serving the community. The incident unfolded on December 27, 1981, when Officer Maloney identified a suspicious vehicle and attempted to make a stop. The driver of the vehicle, who was later identified as a suspect in an attempted rape, sped away, leading to a pursuit that concluded on Challedon Drive.
Upon the vehicle coming to a stop, the suspect exited and immediately began firing at Officer Maloney's patrol car. Maloney was struck multiple times through the driver's side window. Despite his severe injuries, he was able to radio for assistance as the assailant fled the scene. The responding officers quickly located and confronted the suspect. An exchange of gunfire ensued, resulting in the suspect being shot and killed by the police.
