On a tragic day in May of 1996, Quincy Bernard Brown, a 37-year-old Petty Officer First Class in the U.S. Navy, was found deceased in a Virginia Beach apartment. Initially, the incident was presented by Eddie Makdessi, the husband of the apartment's resident, as a heroic act of defending his wife from an intruder.
