Marc Starkes, a 24-year-old from Amelia, Virginia, was tragically killed on September 4, 2016, during a house party in Chesterfield County. The incident occurred at a home under construction in the upscale neighborhood near Lake Chesdin. Police were called to the scene in the early hours of the morning after reports of gunshots.
