On February 19, 2017, Thomas Leroy Hicks, a 28-year-old resident of Norfolk, Virginia, was tragically killed in a shooting incident. The Norfolk Police Department received multiple 911 calls around 7:45 p.m. reporting gunfire on Church Street. Witnesses described the scene as chaotic, with gunshots sounding like a machine gun.
