In the late hours of a Tuesday night in Norfolk, Virginia, tragedy struck, forever altering the lives of a family and a community. On May 17, 2016, Jalil Skinner, a 28-year-old man, was fatally wounded in a shooting that also left two other men injured. The violent encounter unfolded around 11:30 p.m. in the 100 block of West 28th Street, a residential area that would become the scene of a homicide investigation.
