The incident occurred at approximately 11:26 p.m.
Shot while behind the wheel, Osborne died at the scene from his injuries.
Two passengers in his vehicle were left terrified but were physically unharmed. In the immediate aftermath, the traumatized passengers were unable to provide authorities with a description of the suspect vehicle or its license plate.
