In the early morning hours of Sunday, September 30, 2018, the life of 32-year-old Brian Arthur Evans was tragically cut short in the parking lot of the Kempsville Market Place Shopping Center in Virginia Beach, Virginia. Police responded to calls of a gunshot wound at approximately 4:30 a.m. and discovered Evans suffering from a fatal injury. Despite the efforts of bystanders who were seen trying to render aid, he was pronounced dead at the scene.

A neighbor who lived across the street from the shopping center reported being awakened by the sounds of a heated argument, followed by a series of gunshots. The witness recounted hearing an initial volley of shots, seeing some people flee the parking lot, and then hearing more gunfire moments later. In total, the neighbor estimated hearing between six and eight gunshots. After ensuring the safety of their own family, the witness looked out to see people attempting to help Evans on the ground before police arrived. A bartender from the establishment clarified that the shooting was not connected to their business but had occurred after their private event.
Brian Arthur Evans, who was born on April 9, 1986, in Jersey City, New Jersey, had later relocated to Virginia Beach. He was a father of three children. In the immediate aftermath of the shooting, Virginia Beach police launched a homicide investigation. However, at the time, authorities reported that they had no information about a potential suspect or suspects.
As of late 2025, there have been no publicly announced arrests or naming of any suspects in connection with the murder of Brian Arthur Evans. The case remains an unsolved homicide.
