Brian Arthur Evans, a 32-year-old resident of Virginia Beach, VA, tragically lost his life on September 30, 2018. The incident occurred early in the morning at the Kempsville Marketplace Shopping Center on Princess Anne Road. At approximately 4:30 a.m., the Virginia Beach Police Department received a 911 call reporting gunshots in the area.
