In the late summer of 2019 in Norfolk, Virginia, the life of 39-year-old Percell W. Williams was tragically cut short. On the evening of August 27th, a call reporting a shooting sent police to the 3100 block of Dunkirk Avenue. There, they discovered a man who had been fatally shot.
