In the early morning hours of August 20, 2023, the life of 31-year-old Rapheal S. Sumner was tragically cut short in a burst of gunfire in Norfolk, Virginia. Police responded to a call of a gunshot victim in the 700 block of E. 29th Street around 6:00 a.m. Upon their arrival, they discovered Sumner suffering from a life-threatening gunshot wound. Despite the efforts of emergency responders, he was pronounced deceased at the scene.
