In the autumn of 2020, the life of 67-year-old Estelle D. Pugh was tragically cut short in her Richmond, Virginia apartment. On the morning of Tuesday, October 6, 2020, police were called to conduct a welfare check at her residence located in the 3600 block of Chamberlayne Avenue.
