Anthony Riggs, a 22-year-old Army Specialist, was tragically shot to death on March 18, 1991, in Detroit, Michigan, shortly after returning from the Persian Gulf War. Initially, his death was portrayed as a random act of street violence, but subsequent investigations revealed a more sinister plot.
