In the late hours of a September night in 1900, a sense of duty called upon Officer T. Perry Gates, a 37-year-old White / Caucasian male member of the La Crosse Police Department. A report had come in from La Crescent, Minnesota, just across the Mississippi River, of a robbery. Three armed men had held up men in a railroad boxcar, brutally beating one who resisted, and had then fled on foot, likely heading towards La Crosse.
