In the late evening hours of September 4, 2020, a burst of violence shattered the quiet of a Kansas City, Kansas neighborhood, leaving two men dead, one of whom was 28-year-old Hispanic male, Jose Flores-Portillo. The tragic events unfolded shortly before 10 p.m. in an alley situated in the 1800 block of North 31st Street. When police officers arrived at the scene, they discovered a grim tableau.
