On a cold January evening in Washington, D.C., the life of 48-year-old Kevin Lanard James, a male resident of the Northwest quadrant of the city, was tragically cut short. On Thursday, January 16, 2014, at approximately 7:39 p.m., police responded to a call for an accident with injuries in the 1500 block of Gallatin Place, Northeast.
