In the early hours of a summer Saturday, the life of 33-year-old Charles Douglas of District Heights, Maryland, was cut short by gunfire in Washington, D.C. On July 18, 2015, at approximately 1:43 a.m., officers responded to the sound of gunshots in the 1300 block of Riggs Street, Northwest. Arriving at the scene, they found Douglas inside his vehicle, suffering from apparent gunshot wounds.
