In the early afternoon hours of a Sunday in late October, the area around Nationals Park in Southeast Washington, D.C., was filled with the usual weekend activity. Patrons of the local sports bars and restaurants were suddenly sent scrambling for cover just before 1 p.m. by the sound of multiple gunshots.
