In the early moments of a Friday morning, the sounds of gunshots shattered the quiet of a residential neighborhood in Northeast Washington, D.C. On July 26, 2019, officers from the Sixth District responded to a call in the 300 block of 50th Street, Northeast, an area near the Kelly Miller Recreation Center. Inside a vehicle, they discovered a man who had been shot multiple times.
The man was identified as 37-year-old Francis Lee Savoy, a resident of Southeast, D.C.
Emergency medical services arrived at the scene but found no signs of life. Savoy was pronounced dead at the scene, his body later transported to the Office of the Chief Medical Examiner. His death was one of several fatal shootings that had occurred in the city in a short period.
In the weeks following the shooting, the Metropolitan Police Department's Homicide Branch continued their investigation. Authorities released surveillance footage to the public in the hopes of identifying a person and vehicle of interest in connection with the fatal shooting. A reward of up to $25,000 was offered for information leading to the arrest and conviction of the person or persons responsible for Savoy's death. Despite these efforts, public reports have not confirmed any arrests in the case. A street shrine with balloons and other mementos was created at the scene to honor his memory.
