On a summer evening in Washington, D.C., the sounds of gunshots shattered the night in the 1500 block of 45th Street, Northeast. When police arrived at the Kenilworth-Parkside neighborhood around 10:00 p.m. on Sunday, August 18, 2019, they found a chaotic scene. Three people had been struck by gunfire.

Among the victims was 40-year-old Corey Wells, a male resident of Capitol Heights, Maryland. He was found unconscious and suffering from a gunshot wound. Emergency responders rushed him to ...
