In the pre-dawn hours of September 1, 2021, a grim discovery was made in the 800 block of 3rd Street, Southeast in Washington, D.C. There, authorities found 35-year-old Carl Harris suffering from a fatal gunshot wound. The call reporting an individual down came in at approximately 3:21 a.m., and upon their arrival, first responders pronounced the male victim deceased at the scene.
