In the late afternoon of September 26, 2021, the quiet of a residential street in Southeast Washington, D.C. was shattered by the sound of gunfire. Inside a home in the 5200 block of E Street, SE, 52-year-old Ronald Bailey was found suffering from multiple gunshot wounds.
