In the late hours of a Saturday night in Norfolk, Virginia, tragedy struck 25-year-old Rayvone D. Foster. On November 2, 2024, at approximately 11:35 p.m., police were dispatched to the 5800 block of Curlew Drive following a report of a man suffering from a gunshot wound. Upon their arrival, officers discovered Foster with life-threatening injuries.
