In the early hours of May 6, 2023, a shooting shattered the peace at the Red Mill Apartments on the far east side of Indianapolis. When officers from the Indianapolis Metropolitan Police Department arrived at the complex, located near 38th Street and Franklin Road, shortly after 2:20 a.m., they discovered two young victims of gunfire. One of them was Nicholas Powell, an 18-year-old Black male.
