In the early evening of August 2, 2023, the sounds of gunshots shattered the summer calm in a Northeast Washington, D.C. neighborhood. When police arrived at the 2300 block of Second Street, Northeast, around 7:35 p.m., they found a man suffering from gunshot wounds. This man was identified as 40-year-old Richard Silver, a resident of Northeast, D.C.
