Frank Winchester, a 40-year-old male, was a cherished figure in his Capitol Hill neighborhood, known for his warm demeanor and willingness to lend a hand. For over twelve years, he was a dedicated employee at Frager's Ace Hardware, where he was more than just a staff member; he was a friend and a problem-solver to the many customers who sought his help.
His knowledge of the old homes in the area and his knack for finding just the right part made him an invaluable resource and a beloved personality at the century-old establishment. His colleagues and customers alike were deeply saddened by his sudden and violent death.
On the evening of Memorial Day, Monday, May 31, 2021, Winchester was in the 1400 block of L Street, SE, an area near the Potomac Avenue Metro station where he had grown up and was visiting a friend. Shortly before 9 p.m., he was fatally shot. He was rushed to a local hospital, but tragically, he did not survive his injuries, becoming the city's 79th homicide victim of the year. His passing left a void in the lives of many, including his longtime girlfriend and their young two-year-old son, to whom he was a devoted father.
In the wake of the shooting, the Metropolitan Police Department launched a homicide investigation. Authorities appealed to the public for any information that could lead to the apprehension of those responsible for his death. At the time, his family and the police were unaware of any motive behind the killing. No arrests have been publicly announced in connection with the case. In his memory, Frager's Hardware organized a vigil and started a memorial fund to support his young son, a testament to the high regard in which he was held by his community.
