On a cold Saturday night in Washington, D.C., the life of DeAngelo Ross, a 22-year-old African-American man, was tragically cut short. On November 30, 2019, at approximately 7:56 p.m., the sounds of gunfire pierced the air in the 2800 block of Shipley Terrace in the Southeast quadrant of the city.
